How to get the lappen?
In order to drive a car in Norway, you need a driver's licence - or "lappen" as it's often called in Norwegian. To get your driver's licence, you need to attend a variety of courses and lessons hosted by a traffic school.
The traffic education is separated into four steps, or three if you are 25 years or older.
This step consists of:
- Driving lessons
- End of step assessment

If you are over 25 years old you do not need to complete step 1 (basic traffic course). You start right on step 2 where you learn how to maneuver the vehicle. This happens both at your traffic school and when you do private driving lessons.

Step 3: Proficiency in traffic
This step consists of:
- Risks involved in driving a car
- Driving on country roads
- Planning the drive and driving in a varied environment
- Reflection and summary
- Practical driving test

Now it's time to get the skills to drive responsibly on your own and interact well with other road users. In order to complete your practical driving test, you need to have completed all the courses of the traffic education. The practical driving test can be ordered through your driving school, and will be performed with an external examiner.

When the test is passed, you can fasten your seatbelt, put on your favourite song and drive safely and responsibly on your own for the first time!
This step consists of:
- Driving lessons
- End of step assessment
- Safety course on a practice track

You are finally ready to practice in varied traffic! At this step, you will learn how to drive in a diverse traffic environment. The goal is that you can drive pretty much on your own by the end of the step.
At this step you’re taught how to control the car. You’ll learn everything from changing gear and backing up to changing the washer fluid. The goal is to make you feel safe to rely on your own skills before you head out in the traffic. When you feel ready, an end-of-step assessment lesson is required before you move on to the next step. If both you and your instructor agree that you are ready, you can move on to step 4 after the lesson.
At this step you need to complete what is called safety course on the road. This course consists of four parts: Risks involved in driving a car, driving on country roads, planning the drive and driving in a varied environment and reflection and summary. The course lasts for a total of 13 hours. Entering step 4 will be a good time to apply for your driver’s licence. This needs to be done in order to take your theory test. You can apply for the driver’s license at Statens vegvesens website. When you have passed the theory test, you can book the practical driving test.
At the previous step, you learned how to maneuver the car. Now it’s time to bring these skills into traffic. At step 3, you will learn how to drive in different environments. This includes driving in the city, suburbs and on country roads. You also need to complete a safety course on a practice track. The course lasts for 4 hours and will teach you how to avoid road accidents and how to secure people and cargo in different situations. Just like the previous step, this also has an end-of-step assessment lesson.

What the lappen costs is individual. All students start with a assessment lesson. After the assessment lesson, you will receive a personal program that tells you how many driving lessons we think you will need in addition to the mandatory courses. See rates below.

Assessment lesson: 750,-
In this 90 minute lesson, the driving instructor will assess your skill level, and map out a development plan together with you. Following this lesson, we will send you an offer for your personalised student program.
Step 1:
Before you can book driving lessons or practice in your spare time, you will need to complete a traffic course. After completing the course, you will get a certificate saying you can practice driving.

If you are 25 years or older, you won't need to complete the basic traffic course in order to start your training. You will only need to complete the first aid course and driving in the dark at step one.

First aid course: 750,-
4 hours of training on first aid and duties in the event of a road traffic accident. 1 hour will be used for practice in connection with a simulated accident. This course is included in the Basic Traffic Course.
Driving in the dark (demonstration): 1.500,-
3 hours of instruction on using roads in the dark. 1 hour of outdoor demonstration in an area with little or no traffic, and 1 hour of demonstration in a vehicle on the road in actual traffic situations. The rest of the time will be spent on expectations, goals, summarising and reflection in the classroom.
Step 2:
At this step you will gain knowledge about how the human being acts in the traffic, environment friendly driving and the responsibilities you have as a driver.

The number of lessons required at this step will be adjusted to your level and how much you practice in your spare time.
Driving lesson (90 minutes): 1.500,-
90 minutes of driving with our instructor. We pick you up where you are, in Oslo.
End-of-step 2 assessment: 750,-
During this lesson, students are to decide, on the basis of their own performance, to what extent the step goals have been met and whether there is sufficient foundation for further training. This is a mandatory course and students are required to meet at the school.
Step 3:
At this step, you will learn how to drive in a diverse traffic environment. The goal is that you can drive pretty much on your own by the end of the step.

You will learn about:
- types of road users and interest conflicts
- how to drive efficiently, environmentally and economically
- how to reduce the risk of accidents
- to be passed by and passing by others

The number of lessons required at this step will be adjusted to your level and how much you practice in your spare time.

Driving lesson (90 minutes): 1.500,-
90 minutes of driving with our instructor. We pick you up where you are, in Oslo.
End-of-step 3 assessment: 750,-
During this lesson, students are to decide, on the basis of their own performance, to what extent the step goals have been met and whether there is sufficient foundation for further training. This is a mandatory course and students are required to meet at the school.
Safety course on a practice track: 5.500,-
This is a 4-hour course which is to be completed in its entirety on the practice track. The lesson also include driving to or from the track. This is a mandatory course and students are required to meet at the school.
Step 4:
By the end of this step, you will drive responsibly and interact well with other road users. Entering step 4 will be a good time to apply for your driver's licence. This needs to be done in order to take your theory test.
Risks involved in driving a car: 750,-
2 hours of theory at our location. This is a mandatory course and students are required to meet at the school.
Driving on country roads: 4.000,-
5 hours of driving. This is a mandatory course and students are required to meet at the school.
Final driving in traffic: 3.000,-
4 hours of driving, with another student in addition to the instructor. This is a mandatory course and students are required to meet at the school.
Reflection and summary: 750,-
2 hours of theory at our location. This is a mandatory course and students are required to meet at the school.
Practical driving test: 4.000,-
Includes 45 minutes driving lesson/warm-up and rental car for the driving test. Additional fees will be paid directly to the Directorate of Public Roads.
